Zwolle climate-proof
For quite some time, various authorities in the IJssel-Vecht delta region have been convinced of the risk entailed by high water. In the years ahead, the central government, the Province, and the Groot Salland district water board will be investing millions of euros in the improvement of flood defences and the creation of additional room for the river. Step by step, this will reduce the major flood risks. In addition, the municipality of Zwolle realises that climate change within the city borders also requires attention. In part as a result of the efforts expended by Zwolle in the IJssel-Vecht delta, the tasking has been expanded from flood risk management to climate adaptation of the urban area. This policy choice is not just an intention; it must result in a concrete framework for action: the Water Agenda.
Results
Two test cases have been explored during the pilot sessions in order to discover at the local level which climate effects are at stake, which measures are promising and appealing, and how they can be linked to the intended investments in management and (re)development. The two test cases involve the Weezenlanden premises of the Isala Clinics and the Assendorp-Deventerstraatweg location. Insights gathered from these locations will be used in the regular planning processes and “scaled up” to the urban level.
