Climate-proof Cranendonck
In the summer of 2016, the municipality of Cranendonck was repeatedly faced with waterlogging, caused by extreme precipitation. As the sewer system is not designed to cope with such volumes, the result was damage and urban flooding. In the light of climate change, it is not inconceivable that streets will be inundated more frequently. This is why both the sewer system and outdoor areas will be future-proofed.
Early 2018 saw the launch of the “Climate-proof Cranendonk” project. The municipality has adopted the “workshop” method to develop a broadly supported vision, a climate map (stress test), and an implementation agenda. This method involves a climate dialogue aimed at linking knowledge from various perspectives. External stakeholders, staff from a range of backgrounds and worlds of experience (and administrators) are collaborating closely to resolve complex issues, make a plan, and learn from one another. The focus is on increased efficiency in the process, on enhancing quality, and on the appreciation and reinforcement of expertise. The key question is: how do we achieve a sustainable and climate-proof environment in which residents can live comfortably and enjoy themselves? The ensuing end results are a climate map, a broadly supported climate vision, insight into bottlenecks, and a climate agenda.

Investment plan
In addition to the development of policy, tying in with the Delta Plan on Spatial Adaptation, the project also comprises an investment plan. The investment plan is aimed at preparing the public space for the impact of climate change. Engineers, architects, residents, and other stakeholders are being involved in efforts such as greening an old, paved fairground.
Water working group
Furthermore, in collaboration with the Southern Agriculture and Horticulture Organization (ZLTO) and the district water board, a water working group has been set up to optimise water management in the rural area. This working group is conducting studies into, e.g., groundwater levels, water quality, water drainage, and water supply. The water working group addresses all the climate issues (heat, drought, waterlogging, and urban flooding).
Rainwater policy
The municipality of Cranendonck has a rainwater policy in place. In spatial developments (involving both densification and expansion), this policy sets out requirements as to the volumes of rainwater allowed to infiltrate and water storage capacities. The elaboration of the duty of care regarding rainwater and groundwater thus constitutes the basis for the restoration of a more natural balance.
Lessons to be learned from the project
Involving the business community and residents in this topic requires a great deal of effort. It is important to make the topic as concrete as possible for stakeholders.
