Embedding Instruments
The Embedding Instruments tool is a step-by-step plan for municipalities to determine what instruments they can use to embed climate adaptation in the public space and in area developments. To gain a clear picture of suitable instruments, the step-by-step plan helps municipalities to select several guiding principles. The step-by-step plan can be used by small, medium-sized and large municipalities.

How can it be used?
The step-by-step plan can be used to ensure that climate adaptation will be set down, at the administrative level and from a legal perspective, as a standard element in working processes. The first step involves an exploration of several guiding principles, in concert with the town council. Next, the step-by-step plan helps you select criteria for the policy instruments with which you intend to foster climate adaptation. Subsequently, after analysing the available instruments, you choose which ones you want to use. The final step involves the development of a council proposal, to enable the municipality to set to work.

The step-by-step plan has been developed by the province of Gelderland, in collaboration with Regio Vallei & Veluwe, Tauw consultants, and &Flux transition managers.
