Guide to Fair Adaptation
How do you prevent adaptation policy from unintentionally blowing up social differences? The Guide to Fair Adaptation has been compiled to help government authorities address this issue. This tool offers knowledge, aids and practical tips that help to ensure fairness when setting up and carrying out projects.
For whom?
The Guide to Fair Adaptation has been developed for policymakers, project leaders and consultants engaged in greening, heat, waterlogging or spatial planning on a daily basis.
How can it be used?
The Guide to Fair Adaptation helps municipalities and other government authorities to set up and implement climate adaptation projects in a fair manner, in order for everyone to benefit from adaptation policy and adaptation measures. Using the Guide to Fair Adaptation enables you to factor in the social aspects of climate adaptation in your considerations. Thus, the tool brings together two worlds that, in actual practice, would not automatically merge: the physical and the social domains.
Climate adaptation projects can be divided into three stages: Analysis, Ambition and Action. For each stage, the Guide to Fair Adaptation presents helpful tips, tools and examples to ensure a fair outcome of your climate-proofing project. It also identifies potential hurdles. In addition, it features the climate narrative of municipal official Tes. This shows the challenges a municipality may run into when striving for more fairness in neighbourhood greening. The narrative helps to raise awareness and to enter into a dialogue on fair adaptation.
Who has developed the guide?
The Guide to Fair Adaptation has been developed by Climate Adaptation Services (stichting CAS), in collaboration with the Just Climate Rotterdam platform and the province of Noord-Brabant.
Date of publication
The Guide to Fair Adaptation has been online since 31 August 2026.
